Advocacy in Action: Chamber Submits Testimony on House Bill 3119

On January 28, the Springfield Chamber reported that they were watching House Bill 3119, which would delay the Oregon DEQ’s ‘Advanced Clean Trucks’ (ACT) rule until 2027. The ACT rule mandates the manufacturers of medium and heavy-duty vehicles must sell a growing percentage of zero-emission trucks each year beginning with the 2025 model year.

The OSCC had issued an action alert back in November to Stop the Diesel Truck & RV Ban before the ACT Rule went into effect January 1, 2025. Pausing this rule would give much needed relief to keystone industries in Oregon including trucking, agriculture, building and construction, wood products, logistics, and many others.

With HB 3119 presenting a final opportunity to pause the ACT Rule for another two years, the Springfield Chamber is taking decisive action on HB 3119 by submitting testimony to the House Committee on Climate, Energy, and Environment, as follows:

I’m writing to extend support for a thorough and transparent review of the significant impacts, rules, and regulations imposed on Oregon business, families, and workers as enforced under the Advanced Clean Trucks. We are very concerned by the economic impacts repeatedly expressed by small businesses across the state that were largely dismissed during the rule-making process. To mitigate those economic risks and to avoid further economic injury to those businesses and workers directly and indirectly impacted, we support delaying the implementation and enforcement of the rules and regulations proposed in HB3119.
