City Surveyor Jeremy Sherer Honored as Oregon Surveyor of the Year
City Council and community members celebrated City Surveyor Jeremy Sherer for receiving the 2024 Surveyor of the Year Award from the Professional Land Surveyors of Oregon (PLSO). Sherer, inspired by his grandfather and with more than 30 years of experience, has been a leader in the field and a mentor to many. Mayor VanGordon and the Council commended Sherer’s dedication, emphasizing his contributions to both Springfield and the surveying profession statewide.
Council Adopts Updates to Master Fees and Charges
Following a public hearing, the Council adopted updates to Chapters 1-10 of the City’s Master Fees and Charges Schedule, effective July 1, 2025. The revised schedule consolidates various legacy documents into a more transparent, centralized resource that clearly outlines all City fees. The Council Briefing Memorandum highlights proposed changes, supporting equitable and efficient cost recovery across departments.
Ordinance Introduced to Terminate Vertical Housing Development Zone
The Council conducted a first reading of an ordinance to terminate the Vertical Housing Development Zone (VHDZ) in downtown Springfield. This aligns with the City’s shift toward the Housing Diversity Tax Exemption (HDTE) program, adopted in 2024. Termination of the VHDZ would complete Council’s prior directive without impacting already approved exemptions.
West “D” Street Network Improvements Project Accepted
Council unanimously approved the formal acceptance of the West “D” Street Network Improvements (Project P41049). The project installed traffic-calming speed humps, ADA-compliant ramps, a new pedestrian crossing, and enhanced bike access to the West D Street Greenway. The final cost was $413,830.41. This marks a key step toward achieving the City’s 2035 Transportation System Plan.
Council Approves Resolution to Initiate Street Annexations
Council adopted a resolution to initiate the annexation of public right-of-way segments along Aspen Street, Laura Street, and Menlo Loop. These steps advance a jurisdictional transfer agreement with Lane County and will support future infrastructure improvements backed by $415,000 in committed funds.
Development Code Amended to Expand Uses in Campus Industrial District
Council held a third reading and adopted an ordinance amending the Springfield Development Code. The changes expand allowable uses within Business Parks in the Campus Industrial District to include medical offices, clinics, and public-facing agencies. The amendment supports economic development while ensuring compatibility with existing zoning and land use goals.
