LCC chooses four finalists in presidential search
EUGENE, Ore. — The Lane Community College Board of Education has selected four finalists for the position of president. The candidates will visit one day each March 7-10 for interviews with the board and public forums.
The finalists are Dr. Kim Armstrong, Vice Chancellor for Student, Equity, & Community Affairs at Arkansas State University—Three Rivers in Malvern, Arkansas; Dr. Stephanie Bulger, Vice Chancellor for Instructional Services at San Diego Community College District in San Diego, California; Dr. Clyne Namuo, Interim President at Phoenix College in Phoenix, Arizona; and Dr. Christopher Villa, former President for Portland Community College’s Rock Creek Campus in Portland, Oregon.
“We had an excellent pool of candidates to choose from,” said Board of Education Chair Lisa Fragala. “Thanks to the thorough and conscientious work of an outstanding advisory search committee and fellow board members, we were able to select four highly qualified finalists. We look forward to the public forums in early March and hope that many community members will participate.”
Public forums with the finalists will be held each day from 5:30-6:30 p.m. on Zoom. The virtual forums are open to the public, however registration is required (links provided below).

Dr. Kim Armstrong
Dr. Kim Armstrong is Vice Chancellor for Student, Equity, and Community Affairs at Arkansas State University Three Rivers in Malvern, AR. She previously served as Vice Chancellor of Students Affairs at Arkansas State University Three Rivers in Malvern, AR. Dr. Armstrong earned a Doctor of Philosophy in Physiological/Neuropsychology and Cognitive Child Development; a Master of Science in Physiological/Neuropsychology; and a Bachelor of Science in Psychology from Howard University in Washington, D.C.
Dr. Stephanie R. Bulger
Dr. Stephanie R. Bulger is Vice Chancellor for Instructional Services at the San Diego Community College District in San Diego, CA. She previously served as Vice Chancellor for Educational Affairs and Distance Learning at Wayne County Community College District in Detroit, MI. Dr. Bulger earned a Doctor of Philosophy in Higher Education from the University of Michigan in Ann Arbor, MI; a Master of Arts in 19 th and 20 th Century British and American Literature from The University of Utah in Salt Lake City, UT; and a Bachelor of Arts in English from Brigham Young University in Provo, UT.
Dr. Clyne Namuo
Dr. Clyne Namuo is the Interim President for Phoenix College, Maricopa Community Colleges in Phoenix, AZ. He previously served as Vice President of Learning and Academic Affairs at South Mountain Community Colleges, Maricopa Community Colleges, in Phoenix, AZ. Dr. Namuo earned a Doctor of Philosophy in Higher Education from the University of Arizona in Tucson, AZ; a Master of Science in Information Systems from San Diego State University in San Diego, CA; and a Bachelor of Arts in Marketing from the University of Hawai’i in Honolulu, HI.
Dr. Christopher Villa
Dr. Christopher Villa most recently served as President of Portland Community College-Rock Creek in Portland, OR. He previously served as Vice President of Student Services at Los Angeles Mission College in Los Angeles, CA. Dr. Villa earned a Doctor of Education Educational Leadership and Policy from The University of Utah in Salt Lake City, UT; a Master of Public Administration from the University of Southern California in Los Angeles, CA; and a Bachelor of Arts in Social Ecology from the University of California, Irvine in Irvine, CA.
