Turning Chamber Member Insights Into Positive Impact

Every year, the Springfield Area Chamber of Commerce takes a critical step in understanding the health of our local business environment through their Business Climate Survey (BCS). The data from this annual survey is critical to the Chamber’s work, fueling programs like monthly Roundtable discussions and tours; creating focus for their annual State of Business Program; and isolating strategies for the Chamber’s extensive business advocacy work. This is one of many ways the Chamber works as a conduit between its members and real, positive impact in our community.

2025 Business Climate Survey Data Pool
The 2025 BCS received a total of 68 responses – a significant increase from 2024 – with 20 industry sectors represented. Nonprofits represented the highest responding industry sector (18%). There was also a wide representation of business size, with small businesses at the top (1-10 employees, 35%).



Key Takeaways and Insights
While business confidence remains high in the area, the 2025 BCS Review found that concerns around taxes, regulations, and cost of living continue to grow. Half of respondents identified strategic planning as a top business need, signaling a heightened awareness of ongoing disruptions and a desire to operate more proactively and sustainably. Businesses have also consistently pointed to quality of life – particularly public safety, homelessness, and clean streets – as a critical factor in improving the business climate.



2025 State of Business Program
Every year, initial results from the BCS guide the Chamber’s State of Business Program, a timely and engaging presentation on Oregon’s economic outlook, business climate, and policy landscape. In May 2025, this program brought over 150 elected leaders, business professionals, and community members to the Ford Alumni Center for a look at the region’s most pressing economic challenges, as well as opportunities for improvement. Drawing direct connections between BCS data and public policy concerns like inflation, talent shortages, and regulatory burdens, the program underscored how member input can shape conversations at the state level.

Increased business advocacy efforts
Insights from the BCS are not simply noted and filed away; the data guide the Chamber’s advocacy efforts and help shape policies that strengthen conditions for business success across the region. Monthly Chamber Roundtable discussions – where members are invited to the Springfield Chamber Depot for robust discussions on topical items (and quarterly, to offsite business-related tours) – serve as a direct conduit between members of the community, business and community leaders, policymakers, and policy influencers.

Behind the scenes, the Chamber uses member engagement to track and advocate for business-friendly policy. The 2025 Oregon State Legislative Session was one of the busiest in recent memory, with over 3,500 bills introduced, many with direct implications for the state’s business climate. The Springfield Chamber activated on issues affecting business costs, liability, workforce regulation, and economic development tools. Engagements included:

  • 21 total legislative and regulatory interventions
  • 14 bills and rulemakings addressed
  • Direct alignment with key economic development priorities
  • Advocacy impact across state, local, and federal platforms
