City of Springfield’s Development and Public Works Operations Director Retires After 47 Years of Service

After 47 years of service to the Springfield community, Brian Conlon is retiring as the Development and Public Works Department’s Operations Division Director. Brian joined the City in May 1979 as an operations and maintenance field worker and quickly became a vital team member. He was promoted to team supervisor in 1988, Maintenance Manager in 2007, and Division Director in 2019.
Impact on Community
Brian managed the entire Operations program, spanning facilities, subsurface collection systems, streets, and traffic operations. He led one of the City’s most diverse divisions, maintaining strong connections with community members through open communication, active listening, and face-to-face interactions.

Brian helped pave the way for the passage of two General Obligation Bonds to fix streets within Springfield. He also improved the City’s response to storms and flooding by expanding Operations resources, including additional sanders, and by bringing the City’s Emergency Management program into the Operations Division to ensure seamless communication and coordination with crews. He championed the expansion of services provided by the Geographical Information System (GIS) team, both internally and externally to City staff and community members, to ensure data was accessible to support decision-making across development and planning projects and the maintenance of the City’s infrastructure systems.
Over more than four decades of service, Brian’s leadership guided the Division through periods of growth and change, leaving it stronger, more coordinated, and better prepared to serve the community.
