Neil Obringer Selected as Springfield Operations Division Director

The City of Springfield has selected Neil Obringer as its new operations division director, bringing an experienced local government leader back to the City where he previously served for nearly a decade.
Obringer returns to Springfield from the City of Eugene, where he has served as assistant finance director since 2023. In that role, he leads central finance operations and supports long-range financial planning, strategic budgeting and organization-wide process improvements.
Before joining Eugene, Obringer served the City of Springfield from 2013 to 2023 in progressively responsible roles across development and public works and finance. His positions included management analyst, senior management analyst, budget officer, and budget and procurement manager. His work included infrastructure and capital planning, asset management, City budgeting, procurement, and long-term financial planning.
“Neil brings strong leadership experience, sound financial stewardship and a deep understanding of Springfield. We are pleased to welcome him back to lead the essential services our operations employees provide to the community every day.”
– Nancy Newton, City Manager, City of Springfield
“I’m honored to serve as the next operations division director,” said Obringer. “I care deeply about this community and am excited to return to Springfield and work alongside the Operations team to support the essential services our residents rely on every day. I look forward to listening and learning, supporting our employees, and building on the already strong service we provide to the Springfield community.”
As operations division director, Obringer will lead approximately 73 employees responsible for maintaining many of the public systems Springfield residents and businesses rely on every day. The division’s responsibilities include streets and traffic control systems, wastewater conveyance, stormwater infrastructure, street trees and landscaping, fleet services, City buildings, and emergency management. The director also serves as a member of the City’s executive team.
Obringer holds a master of public administration and a bachelor’s degree in planning, public policy, and management from the University of Oregon. He is also pursuing a public leadership credential through the Harvard Kennedy School.
Obringer was selected following a competitive recruitment process. He will begin his new role November 2.
